I haven't done the calculations for other regions, but here in New York, to build a simple, permanent, and decently comfortable 8 x 10ft shelter that will get someone out of the weather (and away from sweltering heat or freezing temps) would cost around $5K with volunteer labor
That's if using only new materials and without the cost of land (which can be a municipal or private donation)
