parkeren op zijn Rotterdams... I lived in R'dam for 9 years, car drivers there are a bit crazy, compared to other parts of Randstad...
it's of course not allowed, surely police should be there any minute. And the owner might have to pay a fine proportional to their income (at least for certain kinds of "hightway code" breaking). In R'dam the fine for illegal parking is €150, I gather.
Few more such violations and the car might get confiscated, as presenting danger to the public.

The license plates are Dutch. The tram is number 10, and it's a "rondrit", a tour of the city.
Based on a Google search, I'm confident that this is Rotterdam.
